The commercial outsourcing service involves a comprehensive commercial system that covers revenue management (billing, meter reading, revenue collection), customer information, web-based portals, and meter and connection management.

Levels of Outsourcing
The outsourcing services are flexible and can be tailored to suit customer requirements. Two levels of outsourcing services are available:

Application Management – the client buys and owns the systems and the service provider implements, administers, operates, supports and maintains it.
Application Service Provision (ASP) – where the service provider supplies and owns the systems in addition to implementing, administering, supporting and maintaining it.
The IT Outsourcing contract includes three main types of services as shown in the table below. System supply and implementation services are one-off costs and can be paid for outright on delivery, or can be discounted over the term of the outsourcing contract and included in the monthly outsourcing fee.
Maintenance and Support services are provided on a routine and repetitive basis over the term of the outsourcing contract and are included in the monthly outsourcing fee.
Consulting services can be provided at any stage of the contract and at the discretion of the client. They can be paid directly by the Client or can be carried out on a risk-reward basis with fees calculated as a percentage of the increase in revenues and decrease in operating costs.
